Why didn’t the Police approve permits to hold a gathering for BERSIH and HINDRAF groups?

Public peace a key factor

Application to hold public gatherings can be made by any registered organisations. In this case, BERSIH and HINDRAF are not registered organisations.

Nevertheless, the PDRM did propose to BERSIH and HINDRAF to hold their gathering at a closed venue so as not to hinder the flow of traffic or disturb the public peace. Such proposals are often made particularly in situations where the organisers are believed to be planning the gathering of thousands of supporters for the purpose of holding mass demonstrations.

Nevertheless, PDRM’s proposal was rejected as these groups insisted on holding public gatherings in the city centre.
